Local Government Autonomy, a Constitutional Controversy: EKHA

The Leader of Government Business in Ekiti State House of Assembly, Hon Olugboyega Aribisogan has remarked that the agitation for local government autonomy is a constitutional matter that can only be addressed by the national assembly with the concurrence of the 36 States assembly.
Hon Aribisogan, made the remarks while fielding questions at a forum with journalists from the Ministry of information and Values Orientation in Ado Ekiti.
Hon. Aribisogan said that the Nigeria constitution has created lacuna in the local government administration by allotting power to create the 3rd tier of government to the state and retain it in the exclusive list.
The legislator opined that the controversy created by the inconsistency in the law of the land has resulted to the rejection of the local government autonomy bill when it was presented to Ekiti State House of Assembly.
While answering questions on the relationship between the 3 arms of government, the majority leader said that the legislature, executive and the judiciary arms are equal in the sight of the law, with each having its distinctive roles in democratic governance.
He said that overtime in Nigeria, Executive has always dominated and supress the functions of the legislature and always playing the father figure roles, which in most cases result to crises between the executive and the legislature.
Aribisogan said that the sixth assembly in the state has had harmonious working relationship with the executive arm due to maturity, knowledge, experience and patriotism.
He described the sixth assembly as the best so far in the state in terms of the quality of the bills passed into laws, adding that he had sponsored many development oriented bills, including Ekiti State Revenue Generation, Ekiti Legislative Institute bills among others.
Aribisogan commended the immediate past governor, Dr Kayode Fayemi for his understanding and maturity by allowing the house to function independently with the hope that the new helmsman would sustain the robust working relationship that has been established by his predecessor.
